About the ECO4 boiler upgrade scheme in Scotland

Households in Scotland heated by specific fossil fuel boilers and electric heating can claim 100% grants to upgrade their boilers to an air source heating system. Replacement boiler grants are available for properties that currently have electric, oil or LPG (liquefied petroleum gas) as their main heating system.

What is the Scottish boiler upgrade scheme?

In Scotland, eligible households that do not have mains gas as their main heating can upgrade their old electric heating, oil, or LPG boilers to air source heat pump central heating and solar panels free of charge. The scheme also covers first time central heating to replace electric panel and storage heaters.

What does the scheme cover?

The scheme covers the cost of boiler replacement and all measures, including heat pump, solar panels and any roof or wall insulation required. We aim to improve your energy efficiency certificate rating to a high B or as close to that as realistically possible.

Who is eligible for a new boiler?

The ECO4 boiler upgrade scheme is designed for households in Scotland who are deemed to live in fuel poverty. You must live in non-gas heated property with a low energy rating (E or below). How do I apply for a free heating upgrade in Scotland

To upgrade your old electric heating, oil,  or LPG boiler via the ECO4 scheme, someone in your household must claim a specific means tested benefit.

Your home must also have a low energy rating (E or below).

How the boiler upgrade scheme works in Scotland


First of all, make sure that you and your property are eligible for the ECO scheme. Look at the criteria below to see if you qualify for a free boiler and other energy-saving upgrades to your home

ECO4 Grant Eligibility

TheECO4 boiler upgrade scheme in Scotland is designed to help households deemed to live in fuel poverty. This means that at least 10% of your total household income is spent on heating your home.

If a member of your household claims any of the following income-related benefits you may be eligible for a replacement boiler and additional energy saving measures:

  • Income-based Jobseekers Allowance
  • Pension Savings Credit
  • Pension Guarantee Credit
  • Working Tax Credit

Property Eligibility

The latest government grant program is also designed to help reduce the carbon emissions generated by older, inefficient boilers. Many properties in Scotland still use older, fossil fuel boilers which have a low energy rating.

Scheme eligibility is also determined by your property's energy rating. To qualify your home must meet the following criteria:

  • Your main heating must be an LPG or oil boiler, or electric heaters
  • Your EPC (Energy Performance) rating must be E or below
  • You must be a homeowner or private tenant with your landlord's permission
  • Landlords can apply if they have a tenant on an eligible benefit
  • The whole house approach means that you must agree to a full retrofit project which will include a new heating system, solar panels and any necessary insulation
